Yadav is contemplating to recommend the dissolution the state assembly to prevent
the imposition of president rule as the state is all set to go under the President
rule following the resignation of four ministers of Rashtriya Lok Dal, a crucial
ally of Yadav bringing the government into minority.

According to sources RLD leader Ajit Singh is contemplating to join hands with
Congress ahead of forthcoming assembly polls in the state. He may also have a tacit
understanding with the Bahujan Samaj Party of Mayawati. Singh is also weighing the
option of entering into an electoral understanding with either the Congress or the
BSP to give a serious blow to Yadav with whom he has not been having friendly terms
after the Chief Minister referred the Kavita Chowdhury murder case to CBI. Two of
the RLD ministers are involved in that case.

Meanwhile, the UP governor T V Rajeshwar who is currently camping in the national
capital had submitted a detailed report, explaining the law and order situation in
the state. In his report the governor describing collapse of law and order situation
as collapsed in the state had recommended that the ideal situation is to put the
state under President rule so as to conduct the assembly elections in a free and
fair manner.

The governor held a detailed meeting with the Home Minister Shivraj Patil on Monday.
He also reportedly held telephonic talks with the Prime Minister Manmohan Singh and
the Congress President Sonia Gandhi and briefed them about the ground situation in
the state.

The Home Minister has also sought a report from the state department explaining the
measures taken by the administration to control the deteriorating law and order
situation in the state. Patil, the sources
say held talks with BJP President Rajnath Singh and ascertained his views on the
situation in the state.

The BJP President is learned to have told Patil that elections in Uttar Pradesh
could only be held smoothly if the state is put under Central rule. The principle
opposition party has already demanded the imposition of President rule in Uttar
Pradesh. The Congress is so far treading cautiously, however. The central and state
party leaders and confined themselves to the demand of the resignation of the Chief
Minister.

The decision whether or not to place the state under Central rule is likely to be
taken in a day or two as the Home Ministry is waiting for the report it had sought
from the state administration. The Home Ministry will also be dispatching a central
team to Lucknow to conduct an on the spot study of the situation.

The government before taking a bold decision on UP, wants to consult all the
political parties. Patil has already held talks with BSP supremo Mayawati and BJP
President and both favoured that the there is no alternative then the Centre evoke
Article 356. Patil, the insiders in the Home Ministry say will be meeting CPI (M)
leaders Prakash Karat and Sitaram Yechuri today evening. He would also be holding
discussion with A B Bardhan and D Raja of the CPI, the two major
Communist parties of the Left parties.

There is a possibility of an emergency meeting of the Congress Working Committee
being called on Saturday after a near political consensus is emerged among the
political parties barring the Samajwadi Party. Patil is hopeful that Left parties
would also not be averse to the President rule in UP as the situation in the
aftermath of Nithari incident has changed and Yadav government has earned the wrath
of the people and the political parties.

In assumption of Centre\'s move, the UP Chief Minister also deputed his confident and
party general secretary Amar Singh to talk to the Left parties to persuade them to
mount pressure on the UPA government against President rule. Amar Singh who is in
the capital for last two days has so far not been able to meet either Karat or
Bardhan.
